Forceps and so on:

The non-locking type of forceps/hemostats are easier to use but are hard to find in the longer lengths. The shortest length that works for your tank is the best size to use. The shorter they are, the thinner the jaws, which make for easier planting.

Testing kits, etc

You don't really need anything beyond a pH tester, in order to figure out CO2 levels. http://www.spectrapure.com/St_quality_p1.htm are higher quality ones, apparently (I haven't tried them myself).
